The oil and gas drilling industry operates under some of the strictest safety regulations in the world. Yet accidents continue to occur. The reason is simple: rules alone are not enough.

📖 What is Safety Culture?
Safety culture is the way people think and behave when no one is watching. It is the unwritten rule that says: "I wear my hard hat not because the supervisor might see me, but because my family is waiting for me at home."
According to the UK Health and Safety Executive (HSE), safety culture is "the product of individual and group values, attitudes, perceptions, competencies, and patterns of behavior that determine the commitment to, and the style and proficiency of, an organization's health and safety management."
In simpler terms: It is not what is written in the manual. It is what people actually do when the manual is not around.

Level 1
Pathological — "Who cares?"
Safety is seen as a burden. Accidents are hidden to avoid blame. Management only reacts when forced by regulators or disasters.
Level 2

The company takes action only after an accident happens. Slogans appear on walls. But nothing changes in daily behavior until someone gets hurt.
Level 3
Calculative — "We have systems"
Policies, procedures, and audits exist. People follow rules because they are required to. But compliance is the ceiling — not the floor. This is where most drilling contractors operate.

Proactive — "We prevent"
The organization actively looks for hazards before they cause harm. Near-miss reporting is encouraged. Training is continuous. Safety is part of every conversation.
Level 5
Generative — "It is who we are"
Safety is embedded in the DNA of the organization. People challenge unsafe conditions without fear. Leaders listen. Improvement never stops. This is the gold standard — and it is achievable.
The Goal: Move from Level 3 (where most of the industry sits) to Level 4 and 5. This requires not new rules — but a change in mindset, led by example from the top and reinforced by every worker on the ground.
